The Ministry of Health has completely amended two fundamental health laws (the Mandatory Health Insurance Act - ZOZO and the Health Care Act - ZZZ) and is unjustifiably demanding their adoption through an urgent procedure.<\/p>\n
Laws are passed under an urgent procedure only in rare and exceptional cases and in those cases when laws are harmonized with European Union regulations. The proposer - the Ministry of Health - cites this last reason, namely the need to "harmonize with the provisions of Council Directive 89\/391\/EEC of 12 June 1989 on the introduction of measures to encourage improvements in the safety and health of workers at work (OJ L 183, 29. 6. 1989). Therefore, the reason for the urgency of passing the new Health Protection Act is a 26-year-old EU directive, which relates to the protection of workers' health at work. <\/p>\n
We also propose finally opening a public debate on the future of the healthcare system in Croatia, because the non-transparent processes that accompany the adoption of proposed laws cannot be called a public debate.<\/p>\n
We urge citizens to sign this initiative so that we do not irretrievably lose healthcare as a public sector and basic social security. Although our rights in the field of healthcare are often just a dead letter on paper today, at least \u2013 in the absence of Constitutional protection of the right to health \u2013 they are some kind of support for incentives to build a better and fairer healthcare system.<\/p>\n
