The Ministry of Health has completely amended two fundamental health laws (the Mandatory Health Insurance Act - ZOZO and the Health Care Act - ZZZ) and is unjustifiably demanding their adoption through an urgent procedure.
Laws are passed under an urgent procedure only in rare and exceptional cases and in those cases when laws are harmonized with European Union regulations. The proposer - the Ministry of Health - cites this last reason, namely the need to "harmonize with the provisions of Council Directive 89/391/EEC of 12 June 1989 on the introduction of measures to encourage improvements in the safety and health of workers at work (OJ L 183, 29. 6. 1989). Therefore, the reason for the urgency of passing the new Health Protection Act is a 26-year-old EU directive, which relates to the protection of workers' health at work.
Because the laws will greatly affect the general population's right to health care, we urge you to support the initiative to stop their passage and sign this petition.
We also propose finally opening a public debate on the future of the healthcare system in Croatia, because the non-transparent processes that accompany the adoption of proposed laws cannot be called a public debate.
We urge citizens to sign this initiative so that we do not irretrievably lose healthcare as a public sector and basic social security. Although our rights in the field of healthcare are often just a dead letter on paper today, at least – in the absence of Constitutional protection of the right to health – they are some kind of support for incentives to build a better and fairer healthcare system.
