Od 12. do 13. studenog sudjelovale smo na MEGAPHONE-u 2019, međunarodnom događaju čiji je cilj stvoriti prostor za raspravu, razmjenu znanja i iznalaženje alata za učinkovito djelovanje u eri društvene polarizacije, dezinformacija i društveno-medijskih algoritama.

Društvene posljedice tehnološkog razvoja i novih kanala komunikacije za mnoge od nas predstavljaju velik izazov, no ujedno i priliku za nove oblike aktivizma, udruživanja i mobilizacije. Svojim sudjelovanjem na ovogodišnjem MEGAPHONE-u pridružile smo se pojedincima/kama i organizacijama koje žele osnažiti svoj aktivistički utjecaj koristeći prednosti tehnologije i tako se suprotstaviti sve snažnijim napadima na demokraciju i ljudska prava, koji svoj utjecaj uvelike duguju upravo komunikacijskim mehanizmima društvenih mreža i raširenosti digitalnih sadržaja.

MEGAPHONE je godišnji događaj koji organizira TechSoup Europe, a okuplja aktiviste/ice, novinare/ke, grupe i nevladine organizacije s područja središnje i istočne Europe.

BaBe Association she participated in WAVE Training Institute three-day training in Bratislava from November 13-15, 2019.

Our association is a member WAVES network (Women Against Violence Europe) which was founded in 1994 as an informal network, and since 2014 has been operating as a legal and formal network of NGOs composed of European women's NGOs active in the field of combating violence against women and children. The WAVE Network aims to promote and strengthen the human rights of women and children, prevent violence against women and children, and establish gender equality by eliminating all forms of violence against women.

Training called "Effective campaigning strategies, advocacy and defending human rights defenders" (Effective Campaign Strategies, Advocacy and Defense of Human Rights Defenders) dealt with the topic of the importance of stories (storytelling) for the NGO sector, which can use them to promote their work, achieve their goals, and neutralize extremist discourse. In addition to reviewing a series of case studies, we learned how to successfully turn campaigns into movements. The trainer at this training was Jernej Verbič, a journalist and content marketing expert from Slovenia. The training was attended by 20 representatives of NGOs from countries across Europe.

In the Great City Hall in Vinkovci, on Wednesday and Thursday (November 6th and 7th), the BaBe Association held 'Intermediate-level multi-sector training for professionals'.

This is the second training for experts from the police, judiciary, social services, health, education and civil society who work or can work with women victims of violence, which is carried out within the project 'VIVIEN - Victim VIolence Educational Network, An educational project to improve the ability to assist women victims of violence'(ref. cod. number 810444), which is financed from the Rights, Equality and Citizenship program of the European Union.

After September 25th, 26th and 27th, we organized in Vinkovci Basic multi-sectoral training, as a continuation of this model of educating experts from the system to prevent and combat gender-based violence, an interactive and highly participatory training was designed with the aim of finding concrete proposals on how to improve intersectoral cooperation among relevant stakeholders.

The training was prepared and led by Sandra Bencic.

It was also agreed with the training participants to organize Sectoral sensitization seminars in their work environments to transfer newly acquired knowledge to their colleagues. 

Today, October 29th, the third focus group was held with employees from the medical sector, as part of the project How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE) funded by the European Union within the Rights, Equality and Citizenship program. The first focus group with employees from the medical sector was held on October 16, and the second on October 17. The focus groups were organized by the BaBe Budi active association. Be emancipated., and all three were held in the premises of the House of Human Rights.

 

The aim of the focus groups was to detect problems within the system of support for women victims of violence, from the perspective of medical sector workers. Each focus group lasted about 2 hours, and participants exchanged their personal experiences and pointed out existing problems as well as positive changes that have occurred in the last few years.

 

This is the seventh and also the last focus group conducted with experts who are in contact with women victims of violence.

 Today, October 28th, a focus group was held with employees of social welfare centers, as part of the project How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE) funded by the European Union within the Rights, Equality and Citizenship program. The focus group was organized by the BaBe Budi active association. Be emancipated., and the same was held in Županja.

The aim of the focus group was to detect problems within the system of support for women victims of violence, from the perspective of social welfare center workers. The activity lasted 2 hours, and the participants exchanged their personal experiences and pointed out existing problems as well as positive changes that have occurred in the last few years.

This is the sixth in a series of focus groups conducted with experts who are in contact with women victims of violence. It is planned to hold another focus group with experts from the medical sector within the support system for women victims of violence.

Danas, 24. listopada, održana je fokus grupa, s ekspertima/kinjama koji/e se bave problematikom rodnouvjetovanog nasilja, u sklopu projekta How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE) financiranog sredstvima Europske unije u okviru programa Rights, Equality and Citizenship. Fokus grupu organizirala je udruga B.a.B.e. Budi aktivna. Budi emancipiran., a ista se održala u prostorijama Kuće ljudskih prava.

Cilj fokus grupe bio je detektirati probleme unutar sustava podrške ženama žrtvama nasilja, a iz perspektive eksperta/kinja koji/e se bave problematikom rodnouvjetovanog nasilja. Aktivnost je trajala 2 sata, a sudionici/e su razmijenili/e svoja osobna iskustva te ukazali/e na postojeće probleme kao i pozitivne promjene nastale u posljednjih nekoliko godina.

Ovo je peta u nizu fokus grupa provedenih s ekspertima/kinjama koji/e su u kontaktu sa ženama žrtvama nasilja. Planirano je održavanje još jedne fokus grupe s ekspertima/kinjama iz drugih sektora, a unutar sustava podrške ženama žrtvama nasilja.

A representative of the BaBe Association attended the meeting on Thursday and Friday (October 17th and 18th) ASTRA networks, which took place in Warsaw this year. The two-day meeting in Poland was attended by 30 representatives of civil society organizations from 15 countries.

The members of the ASTRA network discussed the state of reproductive and sexual rights in Central and Eastern Europe, as well as the challenges and obstacles they face in their national contexts in their daily work.

The meeting resulted in a plan to create a joint report on the state of women's human rights in the region.

ASTRA is an international network for sexual and reproductive rights and women's health, based in Poland, and bringing together associations from Central and Eastern Europe.

Dana 11. listopada 2019. naša psihologinja Bruna Nedoklan zaposlena u Psihološkom savjetovalištu održala je specijaliziranu edukaciju za volontere/ke Nacionalnog pozivnog centra za žrtve kaznenih djela i prekršaja na temu podrške i prava žrtava obiteljskog nasilja. Cilj edukacije je bio dodatno senzibilizirati volontere/ke te im omogućiti dodatna znanja i vještine za rad sa ženama žrtvama nasilja. Trening se održao u vremenskom periodu od 16h do 20h u prostorijama Ministarstva pravosuđa RH, Vukovarska 49. Na treningu je sudjelovalo 13 volontera/ki.

1. INTRODUCTION

Project "How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE)" is financed by Rights, Equality and Citizenship European Union programs. Main goal The project aims to provide protection and support to women victims of gender-based violence by promoting a multidisciplinary approach to the problem.

Other goals are:

  • improvement of the existing system of support for women victims of gender-based violence by ensuring the multiplication of examples of good practice,
  • ensuring sustainable policy solutions in accordance with the relevant EU directives,
  • increasing the capacity of volunteers and experts who are in contact with women victims of violence and promoting cooperation between them,
  • increasing effective protection and support for women victims of gender-based violence by improving existing support services for women victims and laying the foundations for an SOS national hotline for women victims of violence,
  • raising awareness about the problem of gender-based violence and contributing to changes in attitudes and behavior related to the problem in question.

Udruga B.a.B.e., povodom kaznene prijave protiv pet mladića iz okolice Zadra za teška kaznena djela protiv spolne slobode na štetu 16-godišnjakinje, ponovno ukazuje  na manjkavosti i neujednačene prakse pravosuđa Republike Hrvatske te na sustavnost problema rodno uvjetovanog nasilja. Vođene medijskim izvještajima, moramo izraziti gorčinu i nezadovoljstvo odlukom Suda o puštanju mladića da se brane sa slobode (u neposrednoj blizini žrtve), nakon što su, kako prenose mediji, gotovo godinu dana seksualno zlostavljali djevojku te ucjenama i fizičkim nasiljem pokušali je spriječiti u prijavi kaznenih dijela.

Udruga B.a.B.e. već godinama upozorava kako nasilje treba biti adekvatno sankcionirano, sudski postupci brzi i učinkoviti, praksa institucija prilikom postupanja u slučajevima nasilja prema ženama konzistentna, bez previše prostora za pojedinačne interpretacije, a međuresorna suradnja relevantnih dionika koji sudjeluju u prevenciji, suzbijanju i/ili sankcioniranju nasilja prema ženama uhodana i kvalitetna. Činjenica da mladići nisu zadržani u istražnom zatvoru, posebno s obzirom da žive na istom području kao i 16-godišnjakinja, ukazuje na izostanak gore navedenih kriterija. Podsjetimo, statistika kaže da na svako prijavljeno silovanje dolazi 15 do 20 neprijavljenih. Na temelju statistike MUP-a, koju je prikupio Ured pravobraniteljice za ravnopravnost spolova RH, tijekom 2018. 69 djevojaka i žena u Hrvatskoj je prijavilo spolni odnos bez pristanka, a od tog broja 27 počinitelja bile su osobe bliske žrtvama. Za seksualne delikte bitno je napomenuti kako je riječ o deliktima koji vrlo često prođu ispod radara - neprijavljeni, u tzv. sivoj zoni. Žrtve se najčešće odlučuju ne prijaviti takva kaznena djela iz više razloga: nemaju povjerenja u institucije, boje se osude, stigmatizacije i nepovjerenja, strahuju od sekundarne viktimizacije i dugih sudskih postupaka. Žrtve seksualnih delikata nerijetko su okrivljivane za preživljeno nasilje, nameće im se osjećaj suodgovornosti, propitivaju se njihova ponašanja i vrijednosti, čime one dobivaju dojam kako im sustav ne čuva leđa, nego ih dodatno traumatizira. Kako bi izbjegle dodatnu traumatizaciju, brojne žrtve seksualnih zločina odlučuju prešutjeti preživljeno te se ne odlučuju na prijavu ili povlače prijave zbog pritiska okoline.

U tom kontekstu, izjavu glasnogovornika Županijskog suda o 'nepotrebnom dizanju tenzija'  u ovom slučaju smatramo neprihvatljivom. Štoviše, ovakva situacija zahtijeva ukidanje spolnog odnosa bez pristanka kroz što hitnije izmjene Kaznenog zakona. Kao društvo moramo zauzeti nepokolebljiv stav da je rodno uvjetovano nasilje nedopustivo kršenje ljudskih prava koje nećemo i ne smijemo tolerirati, u čemu aktivno sudjeluju i mediji. Vrijeme je da prestanemo pronalaziti opravdanja i izlike za nasilnička ponašanja te da žrtvama pružimo široku socijalnu potporu – bez osude, okrivljavanja, stigmatizacije i dodatne viktimizacije. Stoga ovim putem izražavamo svoju podršku djevojci u njenoj odluci da prijavi kaznena djela te pozivamo institucije i zajednicu da joj osiguraju potrebnu zaštitu, pomoć i podršku. Također, zahtijevamo da se što urgentnije preispita donesena odluka Suda. Pozivamo institucije da nepristrano i pažljivo pristupe ovom slučaju, neprestano imajući na umu dob žrtve, traumu koju je proživjela te širi društveni kontekst.
