The BaBe Association invites persons interested in volunteering on the SOS telephone to apply for the volunteer program. Volunteering at the SOS hotline involves providing legal information to people who decide to request free legal assistance through our hotline. The very beginning of the volunteer engagement is preceded by training during which each volunteer will receive all the necessary information for quality and responsible counseling and will become familiar with the problem of violence and the needs of women victims of violence, with an emphasis on older women.

As the project leader of the SURF and SOUND 2.0 project, the BaBe Association organized an initial meeting of representatives of partner organizations at its premises in Zagreb on April 25th with the aim of presenting project activities and agreeing on methods of cooperation. The project concerns the suppression of online violence against women, and is implemented from March 2023 to February 2025 in partnership with the Agency for Electronic Media, the Judicial Academy and the Police Directorate as associated partners.
The meeting presented project activities related to strengthening the capacity of experts, providing specialized support to victims, raising public awareness, and advocating for improved public policies regarding the protection of women from online violence. Among other things, educational workshops for police officers and judicial officials, multi-sectoral discussions for experts, a national campaign, and a two-day international conference are planned.
During the implementation of the project, the BaBe association will provide free support services to victims of online violence: legal counseling, psychological and confidant support, and IT support. The SURF and SOUND 2.0 project is funded by the European Union from the Citizens, Equality, Rights and Values program and represents a continuation of the previously successfully implemented two-year SURF and SOUND project, which was implemented by the BaBe Association and the Agency for Electronic Media.
As part of the project "ZVONO - We empower non-governmental organizations with knowledge and skills", the BaBe association, Be active. Be emancipated., in partnership with the Association for Victim and Witness Support and the Vukovar-Srijem County, is organizing an Online Team Functioning Workshop.
The workshop will be held online, via the Zoom application, on May 3, 2023. The workshop will be focused on the presentation of tools and applications for the online functioning of teams/home offices (presentation of the functionality of platforms for online meetings Skype/Zoom/Teams), but also tools for online project management and project team communication, e.g. Slack and Trello.
After the workshop, with the help of the workshop leader, participants will have mentoring support in establishing functional and efficient remote work.

A one-day workshop for representatives of CSOs from the thematic network "Fourth shift - invisible work" called "Creating a methodology for analyzing the social impact of interventions” was held on March 30th via the Zoom application. The workshop had 15 participants, and the workshop leader was Suzana Kunac (Fifth Discipline).
The workshop began with the introduction of the participants and the presentation of the goals and content of the workshop. As an introduction to the topic, the measurement of social impact in Croatia was discussed, the challenges of implementing social impact analysis were outlined, and the results of the research on civil society organizations conducted by ACT Group were presented. Social impact was then defined and the ways in which it can be measured. The session continued with the topic of the values behind the implementation of social impact studies.

After introducing the basic terms and concepts, the workshop continued with the analysis of two examples of social impact analysis. The first example dealt with the Fund for Pluralism and Diversity of Electronic Media, where the social impact research was focused on assessing the effects of programs (shows) co-financed by the Fund on the audio/audiovisual sector (radio and television media), audience/viewing, information and culture at the local and regional level, and assessing the recognizability of programs (shows), as well as detecting trends in the reception of media content co-financed by the Fund by citizens at the regional and local level, and detecting the assumptions of the publishers themselves about the benefits of co-financing public program content by the Fund, production and broadcasting experiences, and perceptions of the effects on the target audience and the sustainability of their own media production aimed at the public interest. The research methods used were presented, as well as the problems and challenges that arose during the implementation of the analysis and the publication of the results. Another example related to the National Plan for Roma Inclusion, where the research method included a preliminary survey in order to determine the current state of affairs. The objectives of the preliminary survey were to identify locations on the territory of the Republic of Croatia where 30 or more members of the RNM live, describe the population in each community (location, number of Roma households, language, names of key people in the community, etc.), describe the communities (distance from public services – hospitals, schools, kindergartens, etc.; communal infrastructure, transport connections), collect data for sampling in the research (where and how many Roma to include in the survey research so that the sample would be representative), after which it was possible to conduct the research itself. The research itself used the method of surveys, interviews and focus groups.
The second part of the workshop was dedicated to the joint creation of a social impact analysis methodology for policy guidelines, using the example of the policy guidelines for improving the public policy framework for balancing family and professional obligations of men and women, developed as part of the project, which concern paternity and parental leave and the use of sick leave to care for a sick child.
At the end of the training, there was an oral evaluation, which summarized the lessons learned, presented the participants' impressions, and left room for questions and additional explanations.
A one-day workshop, led by Suzana Kunac, is part of the project “The impact of public policies on the quality of family and working life and on the demographic picture of Croatia – spaces of change” whose implementation began on 28.10.2020. and lasts 36 months. The value of the project is 3,599,941.69 HRK, of which 15% is financed from the state budget of the Republic of Croatia, and 85% from the European Social Fund. The project aims to strengthen civil society organizations included in the Thematic Network through partnerships, cross-sectoral cooperation with higher education institutions, and local and regional self-government units in order to achieve effective social dialogue with the purpose of developing and proposing adequate public policies, adapted to the cultural specificities of each region, in order to contribute to the harmonization of the private and business lives of citizens of the Republic of Croatia.

The BaBe Association, in partnership with the Agency for Electronic Media, held a final conference on the topic of online violence against women as part of the project SURF and SOUNDOn this occasion, on February 15th, at the House of Europe in Zagreb, the achieved results and planned activities in implementing the continuation of the project were presented. SURF and SOUND 2.0 over the next two years. The consortium of partners includes the Police Directorate and the Judicial Academy.
"The counseling center recorded 146 cases of online violence, mostly involving women aged 18 to 45, but we were also approached by three girls accompanied by their mothers. When it comes to perpetrators, the majority are ex-partners, followed by unknown persons and online partners. In terms of forms of violence, the most common are acts of abuse of sexually explicit content and online stalking. Only about 40 percent of victims reported their case to the police," the project coordinator said. Dean Sarcevic from the BaBe association
Among the first activities of this comprehensive project were three multi-sectoral workshops aimed at strengthening the capacity of experts and improving the legislative framework.
"The first workshop was dedicated to the topic of legal regulation of non-consensual pornography, after which we sent the proposals from that workshop to e-consultation and simultaneously conducted a campaign advocating for the criminalization of revenge pornography, during which we collected more than 10,000 signatures in a petition," said Šarčević.

As of July 31, 2021, the offense of misuse of sexually explicit recordings has been introduced into criminal law, making Croatia one of the few European countries to do so. Assistant Minister of Justice, Vedrana Simundza Nikolic She also presented some statistical indicators.
"So far, a total of nineteen cases related to the commission of this crime have been processed, of which five are valid, seven are invalid, and seven are still pending. Already in 2021, we had verdicts for two such crimes," she said.
Lawyer Ines Bojic she emphasized the importance of cataloging this criminal act, saying that without it they would have many more problems in counseling the beneficiaries, and in that case the Republic of Croatia would find itself many times in a situation of not conducting efficient investigations.
"Because when we look at some of the cases we followed earlier, where all the elements of this criminal offense were fulfilled, but since it was not in the Criminal Code, we had situations where the person whose case arrived at the State Attorney's Office at a very different time had to think about what form of criminal offense to classify it under," said attorney Bojić.

Assistant Minister Šimundža Nikolić sent a message about the importance of reporting:
"No matter how much the victim ends up in some kind of "re-shame" zone, because they have to talk about it again, because maybe those who didn't know will find out about it, etc., we must know that reporting this criminal act is the only way to sanction the perpetrator and send the fundamental message that such behavior is unacceptable and punishable."
To make it easier for victims to report, a platform has been launched within the project. NEON – NO! to online violenceProject coordinator Šarčević emphasized the role of the Agency for Electronic Media, which contributed to the visibility of this topic by implementing national campaigns as part of which a video and radio spot were recorded and broadcast, and billboards were placed in several cities.
"The Electronic Media Agency was a great support to us in implementing the project activities. During the duration of this national campaign, in the three summer months, the number of applications via the NEON platform increased tenfold. 67 percent of all applications came through it," said Šarčević.
AEM's role as a partner in the project was also in organizing workshops for media professionals, which were held in five cities. The workshops discussed a sensitized media approach to the topic of respecting the position of the victim.
"Around 80 journalists went through the media workshops, which is a drop in the ocean of need, but at least we tried to reach the widest possible public and put this topic on the table, and it is a very pressing one. Through this project, I met a lady from a small community who is a victim of her partner, who blackmailed her with pictures, publicly shamed her and destroyed her health and life. I think the role of the media is to approach this topic in a way that each of us can ask ourselves at a certain point whether our life could turn into hell in this way," said the member of the Electronic Media Council. Director of the Electronic Media Agency Joseph Popovac expressed his satisfaction with the cooperation on the project.
"The Council and the Agency for Electronic Media already work on equality issues, we develop such projects because we believe that the topic is socially important. That is why we were honored by the invitation of the BaBe association to participate in this project, and since March we have been continuing with SURF and SOUND 2.0", said Popovac, thanking VEM member Anita Malenica and AEM expert associate Marija Lalic for his contribution to this project, adding: “For this project, but also for the project Women and the media and in general for our women's story that we are developing at the Agency for Electronic Media, I would like to especially thank our former Council member Outside the Raven".

The Gender Equality Ombudsperson also participated in the conference. Visnja Ljubicic which reminded that before establishing the criminal offense for the so-called revenge pornography, to which the Institution of Rights Defenders gave its approval, in such cases it was dealt with according to Article 31 of the Law on Gender Equality, which refers to the violation of a person's dignity.
"We punished this together with the police and misdemeanor courts, but we realized that with online communication, this violence has become unfathomable. Education is necessary, recognizing the problem because there is no public effect about the harmfulness of such actions, the extent of emotional and physical devastation to the person who is the target, to which such behavior can lead," said the Ombudsman Ljubičić, particularly emphasizing the devastating impact that online violence has on the mental health of school children. The Ombudsman also informed the conference participants that this institution, together with its partners, has begun implementing a three-year international project on gender-based cyber violence.

A kind of guidelines for continuing the project SURF and SOUND 2.0 which will be implemented from March 2023 to 2025 could be read from the panel "Strengthening the system for combating online violence against women" in which the final conference participants Nikolina Grubišić Požar Head of the Department of Juvenile Delinquency and Crime Against Youth and Families of the Zagreb Police Department, Iva Katic from the Personal Data Protection Agency, Nella Popović, PhD as a representative of the Judicial Academy and Jakov Kiš from the National CERT. While the guest from France Laura-Blu Mauss presented the local model of combating violence against women in the digital space as an example of good practice.
Within the project SURF and SOUND two publications were also published Analysis with recommendations for public policies to combat online violence against women in Croatia and Code of conduct in case of online violence against women.

Day January 23, 2023 In a hybrid form, a training session was held for representatives of civil society organizations, local government and the University of Zadar, Department of Sociology under the name "Introducing the results of research and public opinion polls and exchanging acquired knowledge and experiences"The training took place within the framework of the project "The impact of public policies on the quality of family and working life and on the demographic picture of Croatia - spaces of change" which was co-financed by the European Union from the European Social Fund.
In the first training session, Pavao Parunov, Sara Čović and Valerija Barada presented the results of the survey of public opinion and the needs of parents of minor children (survey results and focus groups) entitled "Family policies: for whom and when?" while in the second session, Jasna Račić and Blanka Čop presented the results of literature research on the reconciliation of private and business life. Anamarija Tkalčec (CESI) enriched the training by presenting the results of the research conducted by the CESI association as part of their Parents@Work project, entitled "Let's change the attitude! - Parents in the workplace - between harmonizing obligations and discrimination". 
After the presentation, the training continued in the form of an exercise where participants jointly named policies and measures that could have an impact on the reconciliation of family and work life. Following this, stakeholders were identified who could be approached with the aim of changing public policies.
Day January 24, 2023, was held meeting with the participants of the above-mentioned training and continued work on developing ideas and proposals for public policy guidelines. The focus was on promoting paternity and parental leave as a measure that not only allows men to better connect with their children but also reduces the burden on mothers. A plan for the next few months was developed, which included actions that should directly affect the level of awareness of the benefits of equal parenting and thus contribute to a better balance between family and work life.
