Legal advice related to the application of family law

With the entry into force of the Law on Free Legal Aid, free legal aid has been defined as primary and secondary, and is available to all citizens who are unable to access such assistance due to financial reasons. Since we have noticed in practice a greater frequency of certain questions within the aforementioned area, we considered it appropriate to translate such questions and answers to them into a simple format that will enable all those facing family law problems to obtain the required answers in a quick, practical and efficient manner. We believe that the answers to the selected questions will be useful to many citizens when making decisions, and for those who have additional questions, good preparation for coming to our association for a consultation.

ZVONO - We empower non-governmental organizations with knowledge and skills

As part of the project "ZVONO - We empower non-governmental organizations with knowledge and skills", implemented by the BaBe Association Be active. Be emancipated. in partnership with the Vukovar-Srijem County and the Association for Support to Victims and Witnesses, a Manual on Action in Crisis and Emergency Situations has been developed. The purpose of the manual is to help citizens in various crisis and emergency situations. Crisis and emergency situations are most often unpredictable, but what can be done is to strengthen the preparedness and resilience of the population in cases of crisis situations through information and education.

Like diversity, spread tolerance

The aim of the publication "Like diversity, spread tolerance" was to provide non-institutional support to young people in strengthening the emotional, cognitive and social skills necessary for adopting methods of non-violent communication and peaceful conflict resolution. The project consisted of 14 educational and 4 creative workshops that were carried out in 4 schools in the Vukovar-Srijem County with the aim of preventing violence among children and young people. The partner schools were as follows: MIjat Stojanović Elementary School in Babina Greda, Blage Zadre Elementary School in Vukovar, Županja Technical School and Županja High School.

Manual on the implementation of the policy of protection against domestic violence through the activities of social welfare centers

As part of the BaBe project entitled "Advice and Conversation Against Violence and Social Exclusion", a "Handbook on the Implementation of the Policy of Protection from Domestic Violence through the Activities of Social Welfare Centers" was developed and printed. The first part of the handbook is dedicated to the definition of public policy instruments and the presentation of their different sets based on the primary resource they use. This systematization serves as an introduction to the second part of the handbook, which provides an overview of the spectrum of instruments that make up the system of support and protection for victims of domestic violence. The third part of the handbook focuses on the theory and practice of managing the implementation of measures to protect victims of domestic violence. This part seeks to provide an overview of existing models and position measures to support victims of domestic violence within them. The final chapter deals with the challenges in the design and implementation of instruments to support victims of domestic violence, describing the capacities needed for their effectiveness.

The project is implemented within the framework of the Operational Program Efficient Human Resources 2014-2020, and is co-financed by the European Union from the European Social Fund.

Project puSHed – Protect, Understand, Support: Help the Elderly is implemented by the BaBe association Be active. Be emancipated. in partnership with the City of Zagreb, Dom Duga Zagreb and the Joint Path Foundation and with the support of the Ombudsman, the Association for Victim and Witness Support and the European Social Network.

The project aims to prevent and combat gender-based violence against older women by developing gender-specific responses to support victims and building the capacity of relevant stakeholders in the protection and support system. The project also aims to raise awareness among the general population and improve community responses to gender-based violence against older women, primarily through increased reporting and prevention of violence.

As part of the project, training materials and guidelines were developed for professionals working with older women victims of violence. All materials are based on available literature, experience and relevant data collected through ten semi-structured interviews with older women victims of violence and through three focus groups held with professionals working in this field at different levels (institutions, homes, public administration, shelters, associations, etc.). The materials are aimed at developing a sensitized approach to working with older victims of domestic violence, with an emphasis on the needs of older women victims of violence.

Jakov and Ana make their dreams come true

Association Baby she published a picture book "Jacob and Ana make dreams come true"The aim of the picture book is to educate primary school children about rejecting stereotypes when choosing a profession and finding employment. The picture book was printed in 100 copies that were distributed to primary schools in the City of Zagreb and will serve as a kind of instruction for children, in a language they understand and with illustrations they can identify with, about the wide possibilities when choosing a profession, regardless of the opinion of their environment and/or society as a whole.

 

Helpline: Domestic Violence

Within the project How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE) f whose main goal was to provide protection and support to women victims of gender-based violence by promoting a multidisciplinary approach to the problem, a manual was created "Domestic violence - a short guide to the actions of professionals".

The purpose of this manual is to draw attention to the needs of victims of domestic violence, which we have identified as the most common based on practical experience, and to provide specific and effective advice to experts who are often the primary contact of victims with the system, so that they can appropriately respond to their needs within the framework of existing legislative regulations, provide them with useful, practical and complete information in crisis situations, and thus make the legal path to protecting and exercising their rights as easy and simple as possible.

The project is led by the BaBe association, and the project partners are the Association for Victim and Witness Support, the Institute for Labour and Family Research, Slovakia, the Judicial Academy, the Police Academy and the Office for Gender Equality of the Government of the Republic of Croatia. The project is funded under the European Union's Rights, Equality and Citizenship program. 

Strategies against hate and disinformation

Within the project 'RESPONSIBILITY. Freedom of Expression', which aimed to identify and promote strategic approaches to address the threats and challenges of hate speech, fake news and intimidation, in order to preserve the democratic values of freedom of expression, was created as a publication 'Strategies against hate and disinformation'.

It is a practical guide for NGOs, activists, journalists and volunteers on possible ways to combat disinformation, hate speech and intimidation, while encouraging responsible freedom of expression.

The aim of this brochure is to provide an inventory of resources and tools that can be used by journalists and civil society actors who face restrictions on their freedom of expression.

The brochure is based on research conducted in 2018/2019, which included secondary research, interviews with experts, focus groups and a questionnaire. We collected experiences from all 28 EU countries, with our research primarily focused on Austria, Bulgaria, Croatia and Romania. The structure of the brochure reflects what was learned during the project. The accompanying tools were collected both through the research process and through a series of three webinar with experts and associations dealing with current restrictions on freedom of speech.

Each resource and tool presented in this brochure has been reviewed by the authors and presented in a way that connects them to the specific experiences of civil society stakeholders with restrictions on freedom of expression in EU member states. Finally, we present several recommendations for the institutions of the European Union, primarily the European Commission, to ensure better protection of freedom of expression within the EU borders.

The project is led by the Austrian association "The World of NGOs", and the partners are University of Vienna, "SPOC" (Bulgaria), Faragas Research Institute (Bulgaria) and BabyThe project is supported by the European Union under the "Europe for Citizens" programme, sub-programme 2 "Democratic engagement and civic participation. 

 

 
 

Women in the labor market

The publication "Woman, Mother, Worker: Reconciling Family Responsibilities and Paid Work in Croatia" contains basic information about the project "Women in the Labor Market - Gender Impact Assessment", detailed information about the research conducted, and an overview of policy measures for reconciling family responsibilities and paid work with a focus on the situation in Croatia.

"Handbook for gender impact assessment" introduces readers to the concepts of gender impact assessment and gender-aware policies, and provides basic guidelines on how to carry out the assessment. "Monitoring public policies" provides a definition of public policies and lists the most important actors, but also explains the role of civil society organizations in monitoring their creation, adoption and implementation. 

The aim of the project is to strengthen the advocacy role of civil society organizations (CSOs) focused on general transparency, openness and good governance of Croatian public administration in the field of gender equality, and in particular those policies that contribute to creating a positive environment for women in the labor market. The project was implemented by the BaBe association in partnership with the Faculty of Political Science, University of Zagreb, the City of Zagreb, and the Legalina and VIMIO associations. Project duration: 1.1.2015. - 1.1.2017.

The project was funded by the European Union and the Office for Cooperation with NGOs of the Government of the Republic of Croatia.

 
 

Think local, act nationally

Publication  Think local, act nationally: strengthening human rights civil society organizations in counties of special state concern is the result of the project of the same name, which was carried out by the association BaB e., from March 28, 2013 to September 29, 2014, in partnership with the associations ZvoniMir (Knin) and Dolphin (Pakrac), and in cooperation with the association Legalina (Gračac), thanks to the financial support of the European Union, the Office for Cooperation with NGOs of the Government of the Republic of Croatia and the National Foundation for the Development of Civil Society.

The publication focuses on the findings of ethnographic research on discriminatory practices and human rights violations in the targeted counties, as well as on the state of human rights in the entire Republic of Croatia. Special attention is paid to state institutions that too often do not perform their tasks in accordance with existing regulations, which causes a feeling of complete hopelessness and lack of prospects among citizens.

Gender equality

The Gender Equality module with precisely developed teaching units for classes from the 5th grade of elementary school to the 4th grade of secondary school was created as part of the project Coming out of the darkness - prevention and support for victims of violence and released in September 2013.

The basic goal of the module is to question prejudices and stereotypes that lead to discrimination and violence against those who are different, different from the majority, and to introduce international conventions and regulations that establish standards for the protection of human rights and the prohibition of discrimination based on gender. From a discussion about colors associated with a certain gender - pink for girls, blue for boys, choosing toys, analyzing fairy tale characters, we gradually move towards analyzing the influence of family, environment and popular culture on our understanding of ourselves as members of a certain gender. By "traveling" to the past, and then to different countries of the world today, we show how the prescribed appearance of men and women has changed, so, for example, at the beginning of the 20th century. boys were dressed in pink because this color is closer to red, which symbolizes strength and action, etc. The silence of strong and courageous women in history, the fight for the right to vote, the path to the adoption of the Convention on the Elimination of All Forms of Discrimination against Women is part of the content in high school. It is essential to present the content in a continuous interaction between students and teachers, without imposing any ideologically colored views. The only thing that must not be questioned is the prohibition of any disparagement, insulting of dignity, or violence against people because they look different or behave differently from our expectations. No matter how much they do not agree with our value system, no matter how much we do not understand them or feel any empathy for them, we never have the right to violate their human rights.   

What do we know about economic violence against women?

There are various forms of economic violence that occur in Croatia. Some of them are: complaining about the way one's own money is spent; a partner takes one's partner's or joint money without their knowledge; forcing the partner to lie about the price of something she bought, etc. Very serious problems arise when a couple lives in a property that is registered to the partner's family or to the partner himself. Over the years, partners invest in real estate and then one day find out that they are not entitled to even the smallest part of the property if the relationship ends. Among younger people, it is a worrying phenomenon that partners spend money on gambling and betting. All the research results with detailed data can be found in the attached book.

 

The path to your own perspective

"The Path to Your Own Viewpoint - How to Read, Listen to, and Understand Media Texts and Media Culture" is a manual by author Sanja Sarnavka that problematizes the relationship between women and the media using the approach of the famous political scientist and communications theorist Harold D. Laswell - who, what, through which channel, to whom, and with what effect - on a global and local level. In the book, the author analyzes women's perception of media content, as well as the predominant role/image of women in the media, thus contributing to media literacy and the adoption of a more critical attitude towards media content.   

The book was first published in 2006, and this is the second expanded edition given the significantly changed situation in the Croatian media space (growing influence of the Internet, spread of social media, transition to digital signal, etc.).

The second expanded edition of the book was printed with the financial support of the Government Office for Gender Equality.

Values in practice – governance and civil society activism for democratization and human rights

"Values in practice - management and activism of civil society for democratization and human rights", the book is a continuation of our earlier publication "Values of values", and presents the results of the research project Models of good management in CSOs in the field of democratization and human rights, Association for Civic Education and Civic Development. The purpose of the project was to obtain relevant data on adopted management practices and standards of Croatian CSOs, in order to determine which forms of management need to be changed, i.e. harmonized with basic democratic principles.

 

Through the paths of discrimination

The publication was created as part of the project "Raising local voices to the national level: charting a roadmap towards the effective implementation of anti-discrimination legislation at the local and national levels". The project was funded by the European Commission's PHARE line and the National Foundation for the Development of Civil Society. The aim of the book was to document the problems associated with discrimination against excluded and marginalized groups in five selected local government units - the Municipality of Erdut, Slavonia-Požega County, Šibenik-Knin County, Vis Island and Međimurje County; to find out about their needs and priorities, shortcomings and achievements, in order to convey what we have observed and heard to decision-makers at the local and national levels.

Brochure printed as part of the project "I listen, I hear, I understand" which was implemented in the Lučko Elementary School with students, parents and teachers of the fifth, sixth, seventh and eighth grades, during the 2009/2010 school year. The main goal of the project was to improve the quality of family life and encourage the realization of the concept of successful and equal parenting. The brochure provides an overview of several workshops intended for children as well as the results of a survey conducted with parents of students of the Lučko Elementary School. The brochure and the project were realized thanks to the financial support of the Ministry of Family, Veterans' Affairs and Intergenerational Solidarity.

I don't want to live in violence.

I Don't Want to Live in Violence - a small legal guide for people who want to break the cycle of violence. The guides are published by the City Office for Health, Labor, Social Welfare and Veterans and the Commission for Protection from Domestic Violence in the City Government of the City of Zagreb, and the author of the texts is Ljubica Matijević-Vrsaljko, head of the BaBe legal team. The guide is the result of the organization's many years of experience in working with victims of violence, which has highlighted the need for simple and understandable information for victims about their rights...

 

And who is to blame?

The second revised edition of the book Who is to blame? was published with the financial support of the Ministry of Family, Veterans' Affairs and Intergenerational Solidarity. The book describes ten cases of women victims of domestic violence with new comments on the existing legal framework, as well as an overview of international standards and legal regulations. The comments on each case should be useful for women who decide to leave the cycle of violence.

 

Paths and detours in legislative advocacy

Paths and detours in legislative advocacy - How to influence the adoption of quality laws and their consistent application? The publication was created as part of the project "Strengthening the role of civil society in promoting democratic practices and anti-discrimination standards thanks to the financial support of the National Foundation for the Development of Civil Society. The guide deals with the issue of legislative advocacy and the important role of civil society organizations in the processes of creating, adopting and implementing public policies in society.

 

Values of values

The publication is part of a project that BaBe implemented in 2006 with financial assistance from USAID and in cooperation with AED and the National Foundation for Civil Society Development. By researching "The Contribution of Civil Society Organizations to Strengthening Democratization" and publishing the publication "Values of Values", we wanted to demonstrate the exceptionally large role and significant contribution of civil society organizations in the processes of democratization, promotion of human rights, protection of marginalized groups, etc.

"Stereotyping: Representation of women in print media in South East Europe", a book published by Media Center Sarajevo, 2006. The book presents practices of representation of women in print media in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia.
