By program Counseling center for the prevention and suppression of domestic violence and protection against discrimination of other socially vulnerable groups The primary aim is to support the development of complementary and non-institutional services to those provided by state social welfare institutions in accordance with the principles of well-designed services based on the needs of beneficiaries and the principles of good practice in cases of domestic violence. The program would also ensure a wider range of options for choosing services, with the principle of service integration, and more effective resolution of the problems of victims of violence.
In order to relieve the burden on social welfare institutions and individualize access to people in need, the program will provide a series of interconnected activities and services, while also contributing to strengthening the capacities of all stakeholders in the system. Among the services we provide are the provision of legal advice via the SOS hotline, website, electronic and traditional mail, and personal contacts; legal advice and representation of socially deprived people; provision of psychological counseling and psychotherapy services (group/individual counseling in crisis situations and in situations where it is necessary to work more intensively with the victim, and additionally through targeted thematic interactive lectures.

The BaBe Association started the implementation of the project "Inclusion+Enjoyment=Employment" on 11 March 2014, with the Human Rights House Zagreb, the European House Vukovar, the Croatian Employment Service, the Vukovar Regional Office and the Centre for Social Welfare Županja, as co-applicants. The project will last 24 months and is co-financed by the European Union from the European Social Fund and the Office for Cooperation with NGOs of the Government of the Republic of Croatia. The contracting authority is the National Foundation for Civil Society Development, Support to Programs of Civil Society Organizations Active in the Field of Volunteering for Strengthening Economic and Social Cohesion, while the location of the project implementation is the Vukovar-Srijem County.
The main goal of the project is to meet the needs of the local community by creating sustainable economic and social conditions through the establishment of the Volunteer Center in Vukovar and encouraging volunteering at the local, regional and national levels in order to facilitate employment, especially for socially vulnerable groups (national minorities, young people without work experience or long-term unemployed, people aged 55 and over, long-term unemployed people, disabled people...).

Project name: Women in the labor market - gender impact assessment

The BaBe association, in partnership with the Faculty of Political Science, University of Zagreb, the VIMIO association from Vukovar, the Legalina association from Gračac and the City of Zagreb, implemented the project "Women in the Labor Market - Gender Impact Assessment" for a period of 24 months. The overall goal of the project was to contribute to strengthening the role of advocacy activities of civil society organizations (CSOs) aimed at general transparency, openness and good governance of Croatian public administration in the field of gender equality, especially those policies that contribute to creating a positive environment for women in the labor market.
The activities were divided into 5 groups: 1) research and assessment of the gender impact of all policies that affect women's access to the labor market; 2) strengthening capacities for the adoption of gender-responsive policies; 3) monitoring and advocacy in local communities; 4) transfer of knowledge and examples of good practice; 5) visibility - production of media content.
Research The policy of reconciling family obligations and paid work in Croatia was carried out during 2015 and included several research activities: mapping and analysis of the existing legislative framework (30 documents) and collection of official data and statistics; interviews with local and national stakeholders (Zagreb, Slavonski Brod, Bukovlje, Metković, Varaždin, Gračac, Zadar); a survey of cities and municipalities on the activities they undertake to help parents reconcile paid work and family obligations as successfully as possible; and a household survey - citizens' perspectives on reconciling work and family obligations and the support they receive from local self-government units.
Based on the research conducted, a program was created capacity building workshop for monitoring and evaluating policies and measures related to gender equality, gender mainstreaming and the position of women in the labour market. During 2016, 28 workshops were held, which were intended for civil society organisations, trade unions, political parties and county gender equality commissions. There were also 6 capacity building workshops for introducing the principles of gender impact assessment into public policies, which were intended for representatives of local self-government, and were held in two cycles – at the beginning and end of the project, in Zagreb, Gračac and Vukovar.
In order to encourage monitoring and evaluation of policies at the local level and cooperation between different stakeholders (from civil society organizations and interested citizens to representatives of local and regional authorities, institutions and public institutions), in Zagreb, Gračac and Vukovar, informal coalitions which discussed the situation and problems in the local community and considered possible forms of action to promote gender-sensitive policies. The coalitions have developed 4 analyses measures/policies (at national and local level) concerning the position of women in the labor market and/or gender equality. Analysis of election programs of political parties has been published in numerous media.
In December 2016, it was published publication "Woman, Mother, Worker: Balancing Family Obligations and Paid Work in Croatia" which contains the results of research conducted as part of the project during 2015 and an overview of existing policy measures for balancing family and work obligations in the Republic of Croatia.
The publication was presented at regional conference held on December 7 in Zagreb, which featured exhibitors from Croatia, Serbia, Bosnia and Herzegovina and Slovenia. In addition, the publication was distributed at screenings documentary film "Despite Everything: 4 Stories about Women" in Zagreb, Gračac and Vukovar. The film was made in collaboration with Television Student and tells the stories of 4 women who fought for their place in the labor market. It was also broadcast on HRT4 and is available online. Television show The half-hour program was also created in collaboration with Television Student, and the guests were Željka Kamenov (FFZG), Nataša Novaković (HUP) and Tina Tešija (BRID). In collaboration with Radio Student, a total of 6 shows lasting half an hour, and in the student newspaper Global it was published 10 articles who dealt with the topic of the position of women in the labor market.
Results The project's outcomes include a gender impact assessment of policies and laws that affect women's access to the labor market (R1); guidelines and indicators for long-term gender impact assessment created (R2); capacities of CSOs and state/public bodies at the local and national levels built for creating gender-sensitive policies (R3); standards, principles and deliberative mechanisms established for improving policies and measures that affect the position of women in the labor market (R4); and knowledge and examples of good practices transferred to all relevant and interested stakeholders (R5).

The UZOR project - we learn together, we observe, we react was carried out in cooperation with the Volunteer Center of Vukovar-Srijem County, the Županja High School and the Županja Social Care Center. The main goal of the project was to strengthen awareness of the value of volunteering and provide structured support for volunteering in the local community with an emphasis on youth volunteering. The title of the project, MODEL - we learn together, observe, react, reflects not only a specific volunteer program, but also a broader attempt to network different stakeholders who can timely spot needs and problems and react together, come up with solutions and, through coordinated action, contribute to the engagement of citizens in their community.
The "Be a Role Model" program was designed and adopted, which provides a concrete volunteer program that will increase the quality of life and school success of children in foster families and represents a valuable step towards creating a positive image of foster care, better integration of foster children, and opens up space for connecting volunteers, children from foster families, schools, parents, foster parents, and social welfare centers.

Project name: Hand in hand for victims of gender-based violence

Project description:
The project "Hand in hand for victims of gender-based violence" is aimed at improving the conditions and quality of life of survivors of gender-based violence through improving the social service system. The goal set in this way is intended to be achieved by strengthening the capacities of experts who work directly with victims of violence, exchanging good advocacy practices and knowledge, and through cooperation between two civil society organizations during 2 study visits to Croatia and Armenia.
Study visits to Zagreb and Yerevan during November and December 2018 will include meetings with representatives of state institutions responsible for providing support to victims of gender-based violence, civil society organizations of a similar profile, and workshops through which organizations will be introduced to the institutional framework of the partner country, existing protection mechanisms, stakeholders, and during which new advocacy strategies for improving the social service system and ratification of the Istanbul Convention will be developed.

The project 'RESPONSIBILITY. Freedom of Expression' aims to identify and promote strategic approaches to addressing the threats and challenges of hate speech, fake news and intimidation, in order to preserve the democratic values of freedom of expression. The project is led by the Austrian association "The World of NGOs", and the partners are University of Vienna, "SPOC" (Bulgaria), Faragas Research Institute (Bulgaria) and BaBe. The project is supported by the European Union under the "Europe for Citizens" programme, sub-programme 2 "Democratic engagement and civic participation". The project consists of three key components:
- Understanding how European societies perceive current threats to freedom of speech, researching how this form of freedom is used responsibly, but also where the limits of freedom of expression are in democratic environments.
- Understanding how civil society deals with current obstacles to freedom of expression and identifying effective solutions.
- Dissemination of findings; development of a manual to be distributed to organizations across Europe.

Goals:
- systematically improve the expertise of professionals (police, judicial system, education system, health and social welfare system) who are most often the first point of contact for women victims of violence, with special emphasis on persons with disabilities,
- eliminating secondary victimization of victims and eliminating stereotypes - educating professionals on how to respond in cases of violence against women
- develop models for raising the competence of professionals transferable to other countries
Activities through which the goals will be achieved: training, education, forum theater, supervision, research, guidelines, public events and the establishment of cross-sectoral cooperation between all relevant stakeholders.

Project name: How Expertise Leads to Prevention, Learning, Identification, Networking and Ending Gender Based Violence (HELPLINE)

Project "HELPLINE" aims to improve the support system for victims of violence by encouraging multidisciplinary cooperation between experts from different institutions as a basis for raising their capacities and the capacities of persons who work directly with victims, along with establishment of a national SOS line through which emotional support and primary legal information will be provided to women victims of gender-based violence.
Through the cooperation of 80 judicial practitioners and police officers, 32 social welfare system workers, 48 human rights defenders, 32 health workers and 6 gender equality experts, a public policy proposal will be developed in line with European Union directives. The basis for the public policy proposal, manual for experts, training and protocols for action will be the results of the conducted analysis and research, study tour and focus groups. Workshops and training will be used to train 48 volunteers who will volunteer on the SOS line, and the implementation of a public campaign will influence raising public awareness and changing discriminatory attitudes and patterns of behavior.
The partners in this project, of which we are the lead, are: Police Academy, Judicial Academy, Office for Gender Equality of the Government of the Republic of Croatia, Victim and Witness Support Association and Institute for Labor and Family Research from Slovakia.

Advice and conversation against violence and social exclusion is a project aimed at helping women victims of domestic violence. The project is led by the BaBe association Be active. Be emancipated., and partners participating in the implementation are the Center for Social Welfare Županja, the Center for Social Welfare Vinkovci, the Center for Social Welfare Sisak, the Center for Social Welfare Novska, and the Volunteer Center of Vukovar-Srijem County.
Why is this project important?
By ensuring regional availability of legal and psychosocial counseling services for victims of domestic violence, we strive to contribute to the suppression of domestic violence and violence against women, to the improvement of the social inclusion of women victims of violence and the quality of social services for this vulnerable group. In addition to direct work with victims and the professionals who provide them with support, project activities also include raising public awareness of the social problem of domestic violence and the needs of women who experience violence. By changing the attitudes of all members of society on this problem, we contribute in the long term to improving the social position of women and protecting their human rights.
